A person may not sell or offer to sell a balloon unless: A. The person registers with the ministry as a balloon seller; and B. The Ministry shall develop and make available to balloon sellers the warning information to be displayed in accordance with paragraph 1(B). The warning information provided under this subsection shall describe, but is not limited to: A. the risks to the environment and wildlife associated with waste resulting from the release of balloons; B.
The risk of choking and suffocation of children due to unsupervised use of balloons; C. risks to persons allergic to latex resulting from exposure to balloons composed wholly or partially of latex; and D. Every person who contravenes this section is guilty of a civil offence and is liable to a fine of not more than $250. 4. Rules. The Ministère may make regulations for the purposes of this section. Rules adopted pursuant to this Subsection are standard technical requirements within the meaning of Chapter 375 of Title 5, Subchapter 2-A.
